TIFFIN, OHIO – April 30, 2018 – The city of Tiffin will hold a public meeting Friday, May 4 at 9 a.m. at the SIEDC office for residents to discuss possible projects and submit ideas for inclusion in the Community Development Investment Strategy (CDIS) for the 2018-2019 Community Development Block Grant (CDBG) program.

The city intends to apply to the Ohio Development Services Agency for funding under the CDBG Small Cities Program, a federally funded program administered by the state. Tiffin is eligible for approximately $150,000 for Fiscal Years 2018-2019 CDBG funding, providing the city meets applicable program requirements.

The city invites members of the public to discuss community development ideas and possible projects to be included in the CDIS, a document that guides community development efforts for the city, in a visioning session at the SIEDC office, 19 W. Market Street, Tiffin, OH from 9:00 a.m to 10:00 a.m. on Friday, May 4, 2018.

Idea submission applications are available in print at the SIEDC office, the mayor’s office at 51 E. Market Street, and online at www.senecasuccess.com. Applications will also be available during the meeting.

cdbgThe City of Tiffin intends to apply to the Ohio Development Services Agency for funding under the Community Development Block Grant (CDBG) Small Cities Program, a federally funded program administered by the state. The City of Tiffin is eligible for approximately $150,000 for Fiscal Years 2018-2019 CDBG funding, provided the City of Tiffin meets applicable funding requirements.

The first of two (or more) public hearings will be held on April 24, 2018 at 4 p.m. at the SIEDC office, 19 W. Market St., Suite C, in Tiffin to provide citizens with pertinent information about the CDBG program requirements. The CDBG program can fund a broad range of activities including economic development projects, street, water supply, drainage and sanitary sewer improvements, park acquisition and improvements, demolition of unsafe structures, rehabilitation of housing, neighborhood facilities, and downtown revitalization. The activities must be designed to primarily benefit low and moderate income (LMI) persons or aid in the prevention or elimination of slum and blight.

Citizens are encouraged to attend the public meetings, or submit an idea application via mail, email or fax, to provide input on the city’s CDBG program.

Downtown CDBG Façade Enhancement Grant Program expanded

TIFFIN, OHIO – March 1, 2018 – The downtown Community Development Block Grant-funded Façade Enhancement Program has been expanded to include more downtown buildings and apply to a wider variety of projects. The grant is federally funded and provides a 50% reimbursement of up to $15,000 for improvements to downtown buildings.

Tiffin Mayor Aaron Montz is excited about the impact the expansion could have. “With both the city and CDBG Façade Enhancement Grant programs we have seen a tremendous revitalization in the appearance of our downtown buildings,” he said. “This program expansion is another opportunity to contribute to the health and longevity of our downtown structures.”

The program guidelines have changed to allow for all commercial buildings within the area designated for the CDBG, as well as some of the area within the existing Architectural Board of Review district covered by the city’s Façade Enhancement Grant Program.

Eligible projects now include all building elevations and the roof along with any code improvements.  This can include awnings, window/door repair/replacement, painting of already painted surfaces, tuck pointing, signage, second floor egress, roofing, repair or replacement of furnaces and HVAC units, electrical upgrades, plumbing improvements, handicapped accessibility, roof repair/replacement, foundation repair/replacement and structural improvements.

Since its inception in 2014, the City of Tiffin’s Façade Enhancement Program has been awarded to 58 projects, for a total investment of $1.7 million. Three projects have been completed using the CDBG Façade Enhancement Program since it was made available in spring of 2017, for a total investment of $103,000.

Tiffin awarded $450,000 in community development grants

Funds to be used to improve streetscape and expand façade program

cbdgTIFFIN, OHIO – September 6, 2016 – The City of Tiffin is pleased to announce that it has been awarded a total of $450,000 in allocation and competitive funding towards downtown revitalization. More than 69 communities across the state applied for the competitive Community Development Block Grant (CDBG) funding, and Tiffin was one of 37 selected. A total of $11.6 million is being awarded this year statewide.

About half of the funds will be used to revitalize the streetscape on East Market Street between Jefferson Street and Rock Creek, connecting the historic downtown district with the new streetscape project between Heidelberg and Rock Creek, scheduled for 2018. The City of Tiffin was awarded $650,000 from the Ohio Department of Transportation for that project on both Perry and Market Streets. The improvements will include new curbs and gutters, sidewalks, decorative lighting, benches, and decorative trash receptacles. This project will complement the new East Commons greenspace park currently under development and fits with the new Downtown Development Plan finished this year.

The remainder of the grant funding will be used to launch an expanded Façade Enhancement Program reaching a larger area of downtown Tiffin not currently covered by the existing program. Building owners would be eligible to receive matching funds for half of exterior improvement costs, up to $15,000. Established in 2014, the original Façade Enhancement Program has been a huge success, resulting in almost $1.2 million in new investment among 38 projects. The program expansion is expected to launch yet this year.

The City of Tiffin, Ohio intends to apply to the Ohio Development Services Agency for funding under the Community Development Block Grant (CDBG) Small Cities Program, a federally funded program administered by the state.  The City is eligible for $150,000.00 of Program Years 2015-2016 CDBG Allocation funding ($75,000 each Program Year), provided the City meets applicable program requirements.  On February 25, 2016, the City conducted its first public hearing to inform citizens about the CDBG program, how it may be used, what activities are eligible, and other important program requirements.  The original notice posted June 2, 2016 included incorrect amounts for the Allocation Grant Program.

Based on the assessment of the City’s needs, the City is proposing to undertake the following CDBG activities for Program Years 2015-2016.

CDBG Allocation Grant Program: $150,000.00

1) Sidewalk Improvements: $120,000.00. Activity location: City of Tiffin, Downtown.  Area Wide Slum and Blight Benefit.

2) Private Rehabilitation: $15,000.00.  Activity location: City of Tiffin, Downtown.  Area Wide Slum and Benefit.

3) Administration: $15,000.00.  Includes Fair Housing activities, analysis of impediments, and grant administration.

CDBG Competitive Downtown Revitalization Grant Program: $300,000.00

Activity

1) Private Rehabilitation: $170,000.00.  Activity location: City of Tiffin, Downtown.  Area Wide Slum and Blight Benefit Area.

2) Street Improvements: $100,000.00.  Activity location: City of Tiffin, Downtown.  Area Wide Slum and Blight Benefit.

3) Administration: $30,000.00.

The activities meet the National Objectives of principally benefiting low and moderate income persons, or eliminating slum and blight.

A second public hearing will be held June 13, 2016 at 5:00 PM at Tiffin City Hall, 51 East Market Street, Tiffin, Ohio, to give citizens an adequate opportunity to review and comment on the City’s proposed CDBG Applications, including the proposed activities summarized above, before the City submits its Application to the Ohio Development Services Agency.
