Potential riverfront development recommended to Tiffin City Council

Transformational residential and hotel project eyed for downtown Tiffin

TIFFIN, OHIO – August 16, 2018 – Tiffin City Council’s Committee of the Whole approved sending to the next full Council meeting a purchase agreement for two of the City’s downtown parking lots along the Sandusky River. The sites would be acquired by Tiffin River Front Development LLC in order to build both a creative loft living complex and a full-service hotel/condominium facility. If the sale is approved, the development company plans to enter the full due diligence and design phase, aiming to finalize the project details by sometime in 2019.

Florida-based developer and entrepreneur Ed Hernando is a Heidelberg University graduate, former captain of the football team, and current member of Heidelberg’s business school advisory board. He has been working with the city and economic development officials on the project concept since early 2017. He cited the city’s prudent planning in the purchase of the Stalsworth and Livery property in 2013 and the 2016 Downtown Strategic Growth & Development Plan among several reasons to invest in Tiffin. “It is evident that Tiffin is a community investing in itself and its future, and I want to support its growth and development with this large-scale project,” he said.

Tiffin Mayor Aaron Montz said that Tiffin is open and prepared for this kind of development. “The Tiffin Riverfront Development will be a transformational project in the heart of downtown Tiffin building upon the already strong momentum the community has experienced over the past several years,” he stated. “It will provide unique housing and lodging for new and current residents while serving as a catalyst for additional investment in the future. This further builds on other major transformational projects in the downtown like the Frost-Kalnow Amphitheater on the East Green, future splash pad, and newly renovated lofts and storefronts.”

Moving the project forward is contingent upon significant further due diligence and market validation, but the current plan, based on research to date, contains the “Creative Lofts” and “Downtown Residences and Hotel” projects.

The Creative Lofts will be located on City Lot 6 across the river from Kiwanis Manor and will offer affordable lofts geared toward young professionals and graduates from the local communities, encouraging young people to stay in Tiffin post-graduation to live, work, launch businesses, and make Tiffin their home. It is estimated that the Creative Lofts will have 85 units, which is subject to change based on entitlement, building restrictions, and market conditions.

The Downtown Residences & Hotel will be located on City Lot 4 on the site of the former Stalsworth Hotel and Livery and provide the ultimate in elegance and spa living for condominium owners and a boutique hotel experience for guests. The project includes a restaurant lobby and bar, conference space for events, banquets and weddings, as well as a rooftop bar and restaurant. It is estimated that the Downtown Residences & Hotel will have 50 full-service hotel rooms, 45 condominium residences, and four to five penthouse units. This is also subject to change, based on the previously mentioned factors.

The purchase agreement will be put forth in a city ordinance, to be presented at the first of three readings by Tiffin City Council in a regular meeting Monday, Aug. 20.

Trilogy Health Services to Open Senior Living Community in Tiffin, Ohio

Trilogy - MapTiffin, OH (April 5, 2018) – Tiffin seniors and their families will soon have access to compassionate, state-of-the-art senior living services, provided by a healthcare company known throughout the Midwest for its stellar customer service and remarkable company culture: Trilogy Health Services.

The project’s developer, Conficare, LLC has closed on a 7.7 acre parcel of land at the corner of US 224 and Shaffer Park Drive. The land will be the future home of a 92 bed Trilogy Senior Living Community [with a total estimated project cost of $14.5 million] which will offer assisted living, memory care, and skilled nursing services.

The facility is the first development for the 60-acre commercial site annexed by the City of Tiffin in 2017. Tiffin Mayor Aaron Montz said the project has been the catalyst for major improvements in the area, which in turn will bring additional businesses to the site. “We are excited to welcome a quality company like Trilogy to Tiffin,” he said. “Their investment is also helping to develop the entire site.”

Trilogy’s Vice President of Development Peter Massey commented, “We are excited to move forward with this project in Tiffin and Seneca County. Construction of the new facility is expected to begin this spring, with a target completion date in 2019. The project is also contingent upon finalization and approval of local Tax Increment Financing agreements, which will help fund the infrastructure.

Downtown CDBG Façade Enhancement Grant Program expanded

TIFFIN, OHIO – March 1, 2018 – The downtown Community Development Block Grant-funded Façade Enhancement Program has been expanded to include more downtown buildings and apply to a wider variety of projects. The grant is federally funded and provides a 50% reimbursement of up to $15,000 for improvements to downtown buildings.

Tiffin Mayor Aaron Montz is excited about the impact the expansion could have. “With both the city and CDBG Façade Enhancement Grant programs we have seen a tremendous revitalization in the appearance of our downtown buildings,” he said. “This program expansion is another opportunity to contribute to the health and longevity of our downtown structures.”

The program guidelines have changed to allow for all commercial buildings within the area designated for the CDBG, as well as some of the area within the existing Architectural Board of Review district covered by the city’s Façade Enhancement Grant Program.

Eligible projects now include all building elevations and the roof along with any code improvements.  This can include awnings, window/door repair/replacement, painting of already painted surfaces, tuck pointing, signage, second floor egress, roofing, repair or replacement of furnaces and HVAC units, electrical upgrades, plumbing improvements, handicapped accessibility, roof repair/replacement, foundation repair/replacement and structural improvements.

Since its inception in 2014, the City of Tiffin’s Façade Enhancement Program has been awarded to 58 projects, for a total investment of $1.7 million. Three projects have been completed using the CDBG Façade Enhancement Program since it was made available in spring of 2017, for a total investment of $103,000.

ABR approves Façade Grant for St. Paul’s United Methodist Church

TIFFIN, OHIO – February 20, 2018 – Today, the Architectural Board of Review approved a Façade Enhancement Grant for a roofing project at St. Paul’s United Methodist Church. The project will include the removal and replacement of the sanctuary’s slate roof at an estimated cost of $150,000. The project was awarded a $10,000 grant.

Church representative Gary Arnold said the grant will help defray the cost of necessary repairs. “This is something that we have to take care of; it’s wonderful that this grant can cover a portion of the cost,” he said.

Tiffin Mayor Aaron Montz said the Façade Enhancement Grant program is a great tool for non-profit organizations. “I am pleased to see our local churches taking advantage of the grant,” he said. “There are a lot of costs associated with up-keeping such large buildings, and it is difficult on a non-profit budget.”

This grant brings the total investment related to the Façade Enhancement Grant Program for 2018 to $222,850 ($300,460 in total building investment), with a balance of $64,871 remaining in the city’s grant fund.

First Façade Enhancement Grant of 2018 approved

MVIMG_20180116_143228.jpgTIFFIN, OHIO – January 16, 2018 – Today, the Architectural Board of Review approved the first city Façade Enhancement Grant of 2018. A roofing project at 147 Madison St. was awarded a $10,000 grant for a $27,300 project, leaving $90,000 in the city’s Façade Enhancement Grant fund.

Tiffin Mayor Aaron Montz is pleased to see the program underway for the year. “The downtown Façade Enhancement program has been a hit among downtown business and building owners, resulting in 54 projects and $1.4 million in property investment since 2014,” he said. “I am excited to see the improvements made possible by the program in 2018.”

Building owner Ned Behm said the program has been helpful in completing long-term projects. “It is great that the same building can receive a Façade Enhancement Grant each year,” he said. “It has allowed me to strategically plan improvements to my downtown buildings to get the best return on my investment.”

This is the second Façade Enhancement Grant awarded to the property. In 2017, the former Crystal Traditions building was approved for a $9,000 grant for a $18,100 project. Improvements included the replacement of storefront windows, man doors and a garage door, as well roof repairs.

City receives funding for alley enhancement

Local foundations award $70,000 to pedestrian project

TIFFIN, OHIO – November 20, 2017 – Tiffin Mayor Aaron Montz announced at a Tiffin City Council meeting tonight that the city has secured funding to move forward with a pedestrian alley enhancement project in downtown Tiffin.

The city received two grants, $40,087 from the Meshech Frost Charitable Trust and $30,000 from the National Machinery Foundation, which will cover nearly all costs associated with the project.

“Thanks to the support of our local charitable foundations, we are able to move forward with a project that will transform one of the most used alleys in our downtown into a beautiful, inviting, pedestrian-friendly walkway,” Montz said. “The project will create a safe, well-lit connection between parking and downtown amenities, for both residents and visitors.”

The alley to be enhanced is located across from the Ritz Theatre between City Parking Lot #3 and South Washington Street, adjacent to 33 and 45 South Washington Street. The alley will be closed to vehicular traffic, with removable bollards to allow utility vehicle access.

Improvements will include installation of six decorative poles to support overhead string lighting running the length of the alley, a decorative stamped asphalt surface, and benches, trash cans, planters, and bike racks. Detailed design items will be finalized this winter and construction beginning as early as this winter or early spring, with a target completion date before September 2018. Gas and electric utility work has already been completed.

The Seneca Industrial and Economic Development Corp.’s Downtown Design Committee chose the project from the Downtown Tiffin Strategic Growth & Development Plan, adopted by council in 2016, and has been working closely with the City Engineer’s department to plan and fund the project. The plan pinpoints several alleys for enhancement, which will be considered upon completion of the current project.

Community seeks proposals for new Comprehensive Plan

TIFFIN, OHIO – September 27, 2017 – The Seneca Regional Planning Commission released a request for proposals for a new county-wide Comprehensive Plan, to include Tiffin and Fostoria. The request includes a combined plan for the three entities, as well as individual plans, each with separate cost estimates, and a twenty-year horizon. Proposals will be accepted until Wednesday, October 25, 2017 at 3 p.m.

Seneca County Commission President Mike Kerschner said the plan is yet another way for the county to partner with the cities on a common cause. “This plan will continue the climate of collaboration between the different entities within Seneca County, including the successful merger of the Fostoria and Tiffin courts, as well as the execution of the Justice Center,” he said.

The Comprehensive Plan will address long-range policy for land use planning, transportation, economic development, housing, public facilities, historic, natural and cultural resources, agricultural preservation, intergovernmental cooperation, budget preparation, and capital improvement planning and other facets of community life deemed important by the chosen consultant and agreed to by the participating entities.

Tiffin Mayor Aaron Montz is looking forward to a new plan and direction for the city. “Our current plan was created in 1994 and is, at this point, extremely outdated. I am excited to see what the consultants will come up with for the community’s development,” he said.

Work is anticipated to begin in 2018 with an 18- to 24-month timeframe, if a firm is selected and funding allocated. The finished product should be ready for adoption by the participating legislative bodies at public hearings by late 2019.

Tiffin awarded $1.6M grant for streetscape project

TIFFIN, OHIO – July 3, 2017 – The City of Tiffin has received funding for the reconstruction of Miami Street through the Ohio Department of Transportation Small Cities Program, up to $1,636,850, which covers 95% of the $1,723,000 streetscaping project.

Tiffin Mayor Aaron Montz is looking forward to beginning the project. “This is a long overdue project that will increase the safety of the road as well as beautify the area,” he said. “The City of Tiffin continues to apply for grants like the Small Cities Program to continue improving our infrastructure while easing the burden on taxpayers.”

The proposed work consists of road reconstruction, new curbs, sidewalks, and lighting, over an approximate length of 2000 feet on Miami Street, from Nelson Street to just east of Clay Street, where the previous project terminated.

This will be a cooperative project with Tiffin University, which will be paying a proportionate share of the local contribution, and covering the costs of non-grant covered items that are of an aesthetic nature, which primarily consist of decorative lighting and textured crosswalks.

“We are excited to partner with the city on this project,” Tiffin University President Lilian Schumacher said. “The continuation of the streetscape enhances our campus and improves walkability of the area for our students.”

Design is expected to conclude early in 2018, with contract award to take place by June of the same year. This schedule may be extended if problems are encountered in the design phase.

Final Façade Enhancement Grants of 2017 approved

2014_04_15 - Bears DenTIFFIN, OHIO – April 18, 2017 – Today, the Architectural Board of Review (ABR) approved two Façade Enhancement Grants for downtown building improvements, depleting the $100,000 set aside by the City of Tiffin for 2017. The projects were awarded a combined total of $12,754, for a total reinvestment in downtown Tiffin of $50,800, bringing the total investment for 2017 façade grants to $266,000.

The Bear’s Den, located at 60-68 E. Perry St., received approval for a $10,000 grant. The $21,000 project is to include replacement of second floor windows and first floor doors, balcony and tile repairs, painting, and the addition of exterior lighting.

The building at 92 S. Washington St. was the final Façade Enhancement approval of 2017 and received the remainder of the city funds. A grant was approved in the amount of $2,754 for a nearly $30,000 roof repair project.

Tiffin Mayor Aaron Montz is pleased with the continued success of the city funded Façade Enhancement Grant Program. “It has been another record year for the façade program,” he said. “We have had 17 projects approved this year, the most since the program began in 2014, and all of the allotted funds were used within just four months.”

Since the Façade Enhancement Program began, 54 projects have been approved for funding and $1.4 million invested in downtown buildings.

Seneca County in Top 10 for economic development in US

TIFFIN, OHIO – March 2, 2017 – The Seneca Industrial & Economic Development Corporation (SIEDC) announced today that Seneca County has again placed in the top ten nationally on Site Selection Magazine’s rankings for large, private economic development projects – placing tenth out of the 576 micropolitans in the US for the honor. Site Selection has been annually ranking states and cities since 1978.

This is the sixth year in a row that the Tiffin micropolitan area has ranked in the top 100 nationally and the fifth year for ranking in the top ten percent. Qualifying projects must involve a capital investment of at least $1 million, create at least 20 new jobs, or add at least 20,000 sq. ft. of new floor area. Six Seneca County projects qualified for Site Selection, including expansions at Arnold Machine, Church and Dwight, Owens Corning, Tiffin Metal Products, Poet Energy, and Mennel Milling.

Tiffin Mayor Aaron Montz cited partnership as a driver of economic development for the county. “Having the city, county and economic development organizations in sync plays a key role in keeping us at the top of development, expansion, investment and employment,” he said. Fostoria Mayor Eric Keckler agreed, “We are pleased with the economic development progress we see going on in Fostoria and in Seneca County. This is a great honor.” Seneca County Commission President Mike Kerschner agreed: “Throughout the county we are seeing record growth in all sectors. The climate for all business and overall quality of life improves with each addition.”

This year, Ohio ranked as the number two state for development projects and the entire Northwest Ohio region posted strong numbers, with Findlay taking the number one micropolitan slot, Defiance tying with Seneca County for tenth, and Toledo ranking seventh in its division. “Northwest Ohio has built incredible momentum over the past few years,” said Dean Monske, President & CEO of the Regional Growth Partnership in Toledo. “National recognition is a testament to the fact that the region is an excellent area to locate or expand a business and to the hard work of our partners in economic development as well as public officials.”
