Final Façade Enhancement Grants of 2017 approved

Funds exhausted in record time

2014_04_15 - Bears DenTIFFIN, OHIO – April 18, 2017 – Today, the Architectural Board of Review (ABR) approved two Façade Enhancement Grants for downtown building improvements, depleting the $100,000 set aside by the City of Tiffin for 2017. The projects were awarded a combined total of $12,754, for a total reinvestment in downtown Tiffin of $50,800, bringing the total investment for 2017 façade grants to $266,000.

The Bear’s Den, located at 60-68 E. Perry St., received approval for a $10,000 grant. The $21,000 project is to include replacement of second floor windows and first floor doors, balcony and tile repairs, painting, and the addition of exterior lighting.

The building at 92 S. Washington St. was the final Façade Enhancement approval of 2017 and received the remainder of the city funds. A grant was approved in the amount of $2,754 for a nearly $30,000 roof repair project.

Tiffin Mayor Aaron Montz is pleased with the continued success of the city funded Façade Enhancement Grant Program. “It has been another record year for the façade program,” he said. “We have had 17 projects approved this year, the most since the program began in 2014, and all of the allotted funds were used within just four months.”

Since the Façade Enhancement Program began, 54 projects have been approved for funding and $1.4 million invested in downtown buildings.

ABR approves two Façade Enhancement Grants

Projects total nearly $80,000 in downtown investment

20170321_131351TIFFIN, OHIO – April 4, 2017 – Today, the Architectural Board of Review (ABR) approved two Façade Enhancement Grants for downtown building improvements. The projects were awarded a combined total of $20,000, for a total reinvestment in downtown Tiffin of $78,000, leaving $23,000 available of the $100,000 set aside by the City of Tiffin for 2017.

The largest project is the façade of 130 S. Washington St. (the former Sports Cuts building), which will be restored to its 1941 look. Work will include removing the brick work added in 1979 and rebuilding the 1941 storefront, including front windows. Second and third floor windows will also be replaced. The total project cost is estimated at $46,000.

In the same block, 144 S. Washington St. (the Bookmyer building), will be receiving a $32,000 update. The aluminum facing on the front of the building will be removed and the previous look of the building will be restored, including the original concrete columns and storefront windows.

Tiffin Mayor Aaron Montz is pleased to see so many building owners downtown planning restoration projects. “The atmosphere of improvement downtown is contagious,” he said. “The Façade Enhancement Program is helping us transform the downtown.”

Last month, 135 S. Washington St. (Cabin Creations) received a $6,800 grant for a $13,600 roof and chimney repair project, bringing the remaining total of funds for 2017 to $23,000.

First Façade Grants of 2017 approved

TIFFIN, OHIO – January 17, 2017 – Today, the Architectural Board of Review (ABR) approved five Façade Enhancement Grants, the first grants approved in 2017. The projects were awarded a combined total of $30,850, for a total reinvestment in downtown Tiffin of $65,500.

Tiffin Mayor Aaron Montz says the program is off to a strong start. “Last year was amazing! We ran out of funds halfway through 2016,” he said. “We are in our third year of the program and it is more in demand than ever; the momentum just keeps building.”

Three buildings were awarded grant funds for roofing projects: St. Paul’s United Methodist Church, 25-27 S. Washington St., and 29-31 S. Washington St. Additionally, 132-134 S. Washington St. (Viewpoint Graphics) was approved for a brick tuck-pointing and overall façade painting project, and 33 S. Washington St. was approved for replacement windows.

The building at 33 S. Washington St. will be the first to take advantage of the “façade return” allowance approved in May 2016. Building owner Ned Behm appreciated the ABR including the unique situation. “I received grant funding for the front of my building in 2015, but it didn’t take into account the windows that were a part of the overal ‘façade’ but not technically facing the street,” he said. “I am pleased that program was amended to accommodate my building as well as the other buildings downtown with the same issue.”

The Façade Enhancement Program was established in September of 2014. At the end of 2016, the City of Tiffin had invested $250,000 in 38 projects, for a total reinvestment in downtown revitalization of nearly $1.2 million.

Tiffin Facade Enhancement Grant Program: A step-by-step guide

The downtown Tiffin Facade Enhancement Grant Program was launched in 2014 to spur downtown revitalization by providing financial assistance for outside, street-facing building repairs. Eligible projects can receive a reimbursement of up to $10,000 in matching funds. Below is a step-by-step guide to the program.

Application process

The building owner should meet with SIEDC’s Downtown Main Street Manager, Amy Reinhart, to discuss how the program works and obtain an application. The application needs to be submitted and approved before any work has begun.

The building owner must include the following upon submission of their application:

  • Façade Enhancement Application
  • Architectural Board of Review Application  (See ABR Guidelines)
  • W9 form for City to open purchase order.
  • A minimum of two quotes from contractors on the work to be performed (if project is over $3,000 total).
  • Pictures of existing conditions.
  • Pictures or catalog cuts for the items to be purchased (awnings, doors, windows, etc.). If window replacement is recommended, a catalog cut along with dimensioned drawings of the window to be installed are required.  This will include the size of the window, any muntin bars as well as the depth and height of the frame around the window and at any corners where the windows connect.
  • If painting, the historic paint colors must be used. Please provide color samples from the historic line.  This can come from any paint company that provides a historic line, but Sherwin Williams and Ace Hardware do provide a paint discount for any building owner who receives façade approval.
  • A detailed description of the project

Applications are reviewed in the order they are received. Due to the first come first serve nature of the funding, incomplete applications will not be accepted.  When the funds run out, the program ends for the calendar year.  When determining the City budget, Council will determine if funding will be renewed for the following year.

Once the application and all above mentioned items are compiled, they should be brought to the Main Street Manager.  She will review the applications for completeness and determine if there are any issues that need to be addressed prior to submission of the application to the City.  She will work with the Chair of the Architectural Board of Review and the City Engineer’s office to determine if any additional items need to be addressed.

Once the application is reviewed and deemed complete and without any issues, the Main Street Manager will submit the application and attachments to the City to be added to the Architectural Board of Review Agenda.

Architectural Board of Review meetings take place the first and third Tuesday of each month at 3:30 in City Hall.  The owner or a representative must be present at the meeting to answer any questions that may come from the application.  The number of applications reviewed at the meeting is determined by the Chair due to the intensity of the application reviews.  To be considered for the upcoming meeting, all information must be turned in one week prior to the meeting, so proper distribution of materials can take place for Board members.  Additionally, the meeting agenda must be listed in the newspaper as it is required for all public meetings.

Beginning the project

Once the Architectural Board of Review has approved the application, work may begin on the project.  The owner will receive the certificate of appropriateness in the mail following the approval.

If any part of the project changes at any time during the work, the owner must contact the Main Street Manager for a change form.  The changes must be approved by the Architectural Board of Review, as this is a change to a contract that the owner entered into when receiving approval from the City for the funds.

Completing the project

The owner has until December of the following calendar year to complete the work.  For example: if a project is approved in March of 2016, the owner will have until December of 2017 to complete the work.  If the owner is approved in December of 2016, the work must be completed by December of 2017.

Once the work is complete, the owner will submit paid receipts from the contractor to the Main Street Manager.  The manager will complete the final inspection forms and submit those to the City Finance Director and City Engineer’s office along with the paid receipts.  The City Engineer will complete the inspection and sign off.  He will then send it to the City Finance Director who will complete the check and send it to the owner.  The check will be made out to the name on the W9 form only.

ABR approves three Façade Enhancement Grants

TIFFIN, OHIO – May 17, 2016 – Today, the Architectural Board of Review (ABR) approved three Façade Enhancement Grants, bringing the total investment into downtown facades to $284,000 and the total number of projects to 10 for 2016.

These approvals leave just under $10,000 of the $100,000 set aside by the City of Tiffin for Façade Enhancement Grants for 2016. Tiffin Mayor Aaron Montz is encouraged by the progress: “Every year since we implemented this program in 2014, we have seen an overwhelming amount of interest, and it doesn’t appear to be slowing down, but rather increasing.”

The Assured Title Agency building on the corner of South Washington and East Market Streets will undergo a $20,000 facelift including repair of siding, masonry and windows as well as painting. The largest project of the three is for the Tiffin Elks Lodge #94; a $22,000 roof replacement project. Both projects received a full $10,000 grant, the highest amount possible for the matching grant.

The third approval was for 94-96 South Washington Street, to replace or repair second floor windows. The $17,910 project will receive a $8,955 grant. This building, as well as the Elks Lodge, also received a Façade Enhancement Grant in 2015.

Together, the three projects represent a more than $71,000 investment. Since its inception in September 2014, the Façade Enhancement Grant Program has spurred $1.14 million in downtown investment through 37 projects.

Façade Grant approved, new changes take effect

20160505_153824Tuesday, the Architectural Board of Review (ABR) approved a Façade Enhancement Grant for Reino’s Pizza and Pasta, located at 73 E. Market St. in downtown Tiffin. The $5,200 painting project received a $2,600 grant, the seventh awarded in 2016.

The approval came just one day after Tiffin City Council approved an amendment to the Façade Enhancement Grant to accommodate “façade returns.” A façade return is considered to be any architectural elements carried continuously from the front to the side of a building.

Tiffin Mayor Aaron Montz advocated the change: “There are several buildings with this unique condition where part of the side of the building really is part of the façade. Having this clarification added to the legislation opens the door for more improvement projects downtown.”

This week’s grant approval leaves a little more than $37,000 of the $100,000 set aside by the city for Facade Enhancement Grants for 2016. So far this year, $62,500 invested by the city has resulted in just under $224,000 of investment into the buildings in downtown Tiffin. Since its inception in 2014, 33 projects have generated about $1.1 million in improvements with $212,000 invested by the city.

“Our return on investment with the Facade Enhancement Grant program is phenomenal,” Montz said. “It is encouraging to see the community support behind it.”

First Façade Enhancement Grants of 2016 awarded

TIFFIN, OHIO – January 19, 2016 – Today, the Architectural Board of Review approved the first two Façade Enhancement Grants of 2016 for 136 and 138 S. Washington St., which will eventually be combined to form new restaurant The Empire at 138.

Work on the project began in September and continues to move along, partner Rick Reser said. “A lot of work has already been done to the inside of the building, but now we are ready to transform the outside as well.”

Construction of the new restaurant is focused not only on 138 Facade Drawingupdating the buildings, but preserving as much historical integrity as possible. “The buildings date back to the 1890’s-1920’s,” Reser said. “We would like to restore the façade to replicate that historical look.”

Grants were awarded for both buildings, amounting to $20,000 in grant funds and more than $41,000 in total investment. Improvements will include: new windows, decorative trim, steel columns, aluminum window frames and doors.

With these two approvals, $80,000 of the original $100,000 set aside by the City of Tiffin is still available for Façade Enhancement Grants.

Downtown building to get Façade Enhancement

TIFFIN, OHIO – November 4, 2015 – Yesterday, the Architectural Board of Review approved a Façade Enhancement Grant for the building at 33 South Washington Street.

Owner Ned Behm plans to invest about $15,700 in the exterior of his building. Improvements include second and third floor window replacement, tuck pointing and brick repair, awning mechanism repair and cover replacement, repainting non-masonry materials and a storefront window replacement. The grant will reimburse Behm about $7,800 for the project.

“A lot of work needs to be done to the building, so it is great that this grant is out there to help offset some of the costs of renovating the building,” Behm said.

In the early 1900’s the building was home to Edward S. Pultz Pawn Broker’s. It has also served as a jewelry store and a thrift shop.

Behm’s building is the 15th façade enhancement project approved in 2015 and the 26th since the program was founded in September 2014. Of the $100,000 set aside by the city at the beginning of the year, a little more than $13,000 remains in the Façade Enhancement Grant fund.

On Monday night, Tiffin City Council voted to expand the Façade Enhancement Program to include buildings whose main entrances face an alley, with no entrance facing a major road. The changes will take effect January 1, 2016.

ABR discusses Soni Junction project

TIFFIN, OHIO – September 1, 2015 – Today, the Architectural Board of Review approved Façade Enhancement Grants for Select Realty Group and Soni Junction. The two projects represent more than $200,000 in investment, increasing the number of projects approved to 24 and the total amount of investment to almost $700,000.

The first project approved is a demolition and complete new construction of the Soni Junction gas station and convenience store on the south side, at 260 S. Washington St. The exciting project will place a new structure with a beautiful brick façade on the front, to complement the surrounding historic buildings. The owners purchased the property in 2008 and with the $10,000 grant, they now plan to invest more than $200,000 at the site.

The second project approved is improvements for the new Select Realty location at 23 S. Washington. The company plans restoring the exterior of the building, including scraping, repairing, and painting the front exterior, two front doors and the metal roof; masonry repair; tuck pointing; and new signage. Select Realty Partner Sara Riesen praised the program, saying “We are excited to have invested in downtown. The grant money is a great way to help offset the costs of the repairs we need to do to enhance the building. We are very appreciative.” The building formerly housed Edward Jones Investments and the Bennett Law Firm. It was purchased in June for around $100,000.

Tiffin Mayor Aaron Montz is pleased with the momentum of the Façade Enhancement Program. “Since we created the program last September, 24 projects have been approved, for a total investment of more than $675,000, more than $500,000 of that in 2015 alone. The program is only going to get bigger and I can’t wait to see what else it will accomplish.”
